East of the Inner San Francisco Bay Area, Contra Costa like Solano County has undergone tremendous business growth.  Its population is 948,816. (Census 2000). ).

Transportation: Clogging of highways from recent growth has made I-580 and other roads slow to travel.  Highway I-80 connecting Solano County to the Inner San Francisco Bay Area is congested during rush hour. However, cheaper housing and labor costs make up for slow traffic during rush hour to downtown San Francisco.

Contra Costa is between San Francisco and the agriculturally based city of Stockton.  Solano County is between San Francisco and Sacramento.  From San Francisco one takes the single highway I-80 through Solano County directly to Sacramento.  From San Francisco to Stockton, one takes several different highways through Contra Costa County.

Contra Costa has a more developed infrastructure than Solano County, leaving Solano County's potential for growth higher.
